Moistville is a university town; where other buildings in the town are arranged over the structure of the academic buildings.
Most of the details are given in Hypnosis Doesn't Work Like That!, and are detailed on that page. It also appears in Potty Genius and Mind's Eye (although the town isn't named in Mind's Eye, it is clearly the same university)
